your Secret Despatch of December 17th. relative to the
selection of an Officer for the appointment of Director
of the Medical and Health Department of Mauritius for which
both Dr. P. W. Clark and Dr.
W. W. Pearse of this Colony
are candidates.

You desire that the Officer ap-
-pointed to this post should be a man of sufficient tact,
power of organisation, and strength of character to carry
out drastic changes, and you request an expression of my
views whether either of the two Officers named or any other
Medical Officer of this Colony has the necessary qualities
